He stated that stablecoins lack the credibility needed to function as payment mechanisms at scale. This pronouncement carries weight from one of the world's most influential central banking institutions.
The critique centers on trust and infrastructure. Stablecoins promise price stability by anchoring to fiat currencies or baskets of assets, but Hernández de Cos questions whether they can deliver on that promise across large transaction volumes. The BIS has long maintained skepticism toward decentralized finance solutions that operate outside traditional regulatory frameworks.
A new Financial Stability Institute study accompanies this statement. The FSI, which operates under BIS oversight, found sharp differences in how various jurisdictions regulate stablecoin issuers. Some countries impose stringent capital requirements and reserve backing mandates. Others maintain lighter-touch oversight. This regulatory fragmentation creates friction for any stablecoin seeking genuine global adoption.
The timing of these comments reflects ongoing tension between crypto advocates and traditional finance gatekeepers. Stablecoins have grown rapidly over the past three years, with USDC, USDT, and DAI commanding tens of billions in market value. They serve as trading pairs on exchanges, collateral in DeFi protocols, and settlement layers for cross-border transfers. Yet they remain trapped in a middle ground. Crypto users view them as essential infrastructure. Regulators and central banks view them with suspicion.
Hernández de Cos's specific concern about scale reveals the core technical and policy challenge. A stablecoin works fine in a closed ecosystem. It breaks down when millions of users simultaneously demand redemption or when transmission channels get congested. Traditional payment networks, by contrast, benefit from decades of redundancy, interoperability standards, and central bank backing.
The FSI study maps the regulatory landscape more precisely. Issuers in some jurisdictions must hold dollar reserves equal to 100 percent of circulating tokens. Others require capital buffers or insurance arrangements. A few operate with minimal oversight. This patchwork makes it nearly impossible for a single stablecoin to operate uniformly across borders without constant compliance audits and reserve rebalancing.
Stablecoin defenders counter that regulatory clarity, not skepticism, drives adoption. Circle, which issues USDC, has pursued U.S. banking charters and transparent reserve disclosures. MakerDAO's DAI maintains over-collateralization to ensure stability without relying on centralized custodians. These projects argue they can meet institutional standards without sacrificing the speed and efficiency that cryptocurrencies promise.
The BIS position reflects concern about financial stability. If stablecoins capture significant payment volume and a major issuer faces a run, contagion could ripple through crypto markets and potentially into traditional banking. The 2023 collapse of FTX demonstrated how quickly confidence evaporates in crypto infrastructure.
Moving forward, expect regulators to demand higher reserve requirements, clearer redemption guarantees, and full transparency into asset backing. The EU's Markets in Crypto Regulation already mandates these provisions. The U.S. has proposed similar frameworks. Until standards converge and enforcement tightens, Hernández de Cos's skepticism will likely persist among policymakers.
Stablecoins remain valuable within crypto ecosystems. Whether they become payment infrastructure for mainstream commerce depends on resolving the trust problem that central banking institutions continue to articulate.
